I wonder if the bro-dozer's coal-rolling modifications are essentially classified as 'race cars'... as in, not for highway use. So, if your 'race car' is not licensed for highway use (as it should not be), then the EPA rules do not apply. I'm not opposed to the ruling if that is the case... however, who knows? the petition is lacking in any real information.
