Vehicle advice, offroad vehicle with low horsepower is it possible to buy in America?

1999-2004 4WD Tacoma had a 3RZ-FE rated for 150 HP
2005-2023 4WD Tacoma had a 2TR-FE rated for 149 up to 161 HP

The span on the 2TR-FE is due to variables, the lowest being the 2005-2015 single VVTi on 87 octane gasoline and the highest being 2016-2023 dual VVTi if you were to run it on 91 octane.

It's probably not coincidence that Toyota made a global engine that falls under the 200 HP limits, eh?
 
No need to complicate things. Put a cap on a Tacoma if you need more covered storage. Not to mention whatever country you imagine you might visit will just use published specs. They won't put your truck on a dyno.
 
The Mahindra Roxor is a popular option in my area since we can plate SxS’s. I assume it’s a street legal road going vehicle in most other parts of the world.
 
Finding a 2013+ 4x4 with under 200hp in the US is like trying to find a camper in a smoke grenade—most American rigs are way overpowered for your needs. Your best bet is the Jeep Compass Trailhawk (2.4L engine is roughly 180hp) or the Jeep Renegade Trailhawk (around 160–180hp), which are actually trail-rated for real off-roading. They’ll pass the export HP test easily, unlike a heavy-hitter like the https://cs2.ad/items/awp-green-energy.

They have a couple skidplates and some suspension tweaks, Jeep's "Trail Rated" is a pretty low bar.

If a Compass/Renegade will do your offroading I am sure there is a Toyota crossover out there that will do it too with better overseas support.
 
Detuning seems to be risky, not only because horse power needs to be loweredva lot but because regulations can change /they might disallow lower tax for detuned cars or ban these mods.
Detuning had also been commion practice where there are certain fuel shortages
So Tacoma is the best bet. I can probably find some used capper for it, new ones cost insane like 25% of vehicle value lol, while you can't even resell them for much, waste of money, I had difficulty getting rid of very nice truck capper separately when I had sold my Frontier
