WTB - 5-4.5" 16" rims/tires (4 or 5)

I'm working on a new off-road adventure project, similar to my Celica. I'd like to get wheels and tires, on a budget, to get this dream project rolling. I'd rather not buy brand new tires before I know what size is going to work best. Right now, I'm thinking 225/70R16 is most likely what will work. So, if anyone has Jeep, Ford, 2wd Toyota, etc rims lying around, in the Arizona area, let me know.
