Yes but a TW is street legal and is a powerhouse, race bike compared to a Rokon.

Would the purpose of a Rokon be similar TW200 but offer 2WD?

I'd put em' in different categories, a TW200 is like a FJ40 while that Rokon is like a John Deer tractor. Rokon is very niche, very slow (I think they have 7 hp) and intended more for hunting/farm work.

Love my Tdub for exactly the use case described here. Bring it with camping on the back of the truck and occasionally load it up for overnighters. It's a comfy mountain goat. Don't expect to cruise over 50mph though.
