Bolted connections do have some advantages over welded connections. If the bolt tab or bolt breaks, you lose that discreet connection. In the case of a welded connection, there is a good possibility that a fracture in the welded connection will also propagate into the welded structural member...
I just picked up a 97 2-door Tahoe in the same color, inside and out. The next time you have the spare out, could you post a picture of the retainer hook and "wingnut'? Mine are missing and I'd like a reference to go by. Thanks.

If you already haven't, contact the Tennessee DOT about the damage caused by the pot hole on I-40. You should be able to get at least some compensation to cover the actual damage. Having good receipts and dash cam video should help.
