Most of the commercial class radios are not "front pannel" programmable. There are a few just hard to find. Others are programmable from a programming cable and a laptop. Some of the Kenwoods have the front panel programming. Try looking for tk-805. You mostly pick the frequencies and tones...

Something else you may want to consider, http://www.hamradioclass.org/. They have a podcast/mp3 that you can down load and listen to on the way to work. I did that, did the online and read the books. The tech is not that hard of a test.
