Update with more wheel measurements

So here are some pics of the measurements of the wheels. The tire shop confirmed they are 16x4.5, maybe you all can confirm as well.

That being said, I'm going to order the following products tonight based on feedback I've gotten from replies (thank you):

Tires: http://www.lucasclassictires.com/16-700x16-STA-NDCC-6PR-676467L.htm

Tubes: http://www.lucasclassictires.com/T-700-750-16-TR-15-tube-T750.htm

I still have a few questions:

1) Do I need offset stem tubes? And are these the correct size tubes for the tire?

2) I'm still not sure of the differences between NDT and NDCC. For reference, the trailer will be on road more than 80% of the time.

3) Are the rubber protective flaps necessary? Better safe than sorry?

Good choice. Although there isn't a good photo of the face of your wheels, they appear to be original. The tubes you selected are the correct ones. You may want to buy one extra as a spare. As far as NDT vs. NDCC tread, my personal preference is for the NDCC tires you have chosen.

The flaps shown on the web page are for use with 2-piece combat rims only. They are unnecessary for your wheels.

One more thought: You may want to get your wheels sandblasted and powdercoated while you await your new tires. In my opinion it is worth every nickel of the cost. Mine came out looking like new.

NDT=Non Directional Tread
NDCC=Non Directional Cross Country
The NDCC tread is a more rounded tread while the NDT has a tread that has the entire tread contacting pavement.
I also had my wheels sandblasted and powder coated, the guy that did the sandblasting said he had never seen such tough paint as was on the wheels, they must have used good paint back in the 40's.
