Part 97 has no certification process, Your required as part 97 license holders to keep your signal within the bandwidth for the signal type (ssb/cw/fm) but thats about all. Manufactures are required to keep a spectral purity on the trasmitted signals but again, no certifications, just by using sound engineering designs. Receivers and unintentional radiators (ie anything electronc) needs a part 15 certification.
Most commercial gear is part 90 certified, GMRS radio fit into part 95 certification. These radio can be used on the ham bands as they meet the part 97 bandwidth requirements. I have kenwood commercial gear on VHF low, VHF high, UHF and when it arrives 900mhz, all on the ham bands. They are not as frequency agile as ham gear and by certification Cant be, but work very well and exceed ham gear quality.
