Technically they are all strobes. But you need the control box to get the effect of such.

Not necessarily so with these lights. These older Whelen lights probably have over 50 or so so flash patterns built into them. That's what the little wires looped and taped at the bases are for, selecting flash patterns. Depending on age and model, they may even feature a sync wire to get them to flash in sync (simultaneous or alternating) with each other.

What are you replacing the flourescent lights with? Just curious. I have a 95 e350 and it has those same lights and was contemplating removal or not. Thanks!
