Canter brake brackets

Looking under the back of my truck I have 2 brackets that look like they should be connected but they are just hanging there.
Im assuming the part on the left should be bolted in to the block behind it and the part on the right should be attached to chassis rail?

brake bias valve the bit on left is not bolted to the block behind it, but it should hinge on the lower bolts (they seize up and dont work)
the bracket on the right should be bolted to the chassis

Ok cool, the brake bias valve moves freely no problem there but...
The bolt in the front corner of the pic is a Rod end that is mounted to diff housing and it just flops around, it doesn't look right.
Its like there should be a guide or a bracket to keep it all in position.

its supposed to have movement, Thats how the valve works....
Yep I know how the valve works, im talking about the rod end that mounts on the diff housing, im pretty sure its not meant to flop around and smash into the rear shock?

On my other vehicles there has been a spring or a guide that holds it in position [not solidly just to stop it flopping around]
