Show me one truly legal diesel built that late in Ca. with an engine that is 100% illegal according to the state laws no matter what you do to it.

If you are rich enough, anything is possible I guess and I realize that some of the people on this forum are just that, but even then it's an extreme gamble, "certified" or not.

Of course someone will tell you they can do it, but try it first then report.

I had a diesel 1992 Mitsubishi Delica completely legal in CA just this year. CA title/ plates/ reg. Inspected by CHP. didnt take more than 40 min total at DMV and CHP to get done....it's not that crazy. Ive helped 4 or so other people do it legal as well with no CARB compliance

Unfortunately sold it to some lady moving back to virginia so she took that golden ticket(title) with her ha
