LandCruisers create communication network in the outback

"When one of the LandCruisers is in range of a base station, the data is then sent to first responders and the rest of the world. "

Instead of relying on each person to pass the message to the next (and have you ever played the game of "telephone"? ;) until someone can broadcast out, the mesh network connects you directly to the outside the first time (provided the mesh extends that far). So more reliable communication and quicker.

It actually looks a bit like an adaptation of Vint Cerf's paper on protocols for interplanetary networks - high latency, intermittent connectivity, store-and-forward methodology. Kinda cool tech and interesting adaptation.
