There are many many open source database programs available from enterprise grade (postgresql) all the way down to file based like Access (sqlite).

The problem with that is that Access isn't much of a database, but it is a nifty tool for small front end and report development. Those are parts that I don't know of a replacement for.

openoffice 3 has base included. It has a nice wizard for quick db creation.
If you need more mysql is a full function DB, progress and several smaller db are available.

I have been recommending OO to several people lately. Unfortunately I don't get to use it much. The latest spread sheets I have been working on far exceed the 65k row limit on OO and the older Microsoft product. It's all Microsoft 2007 for me.

If your exceeding the 65K row limit, then I suspect a spreadsheet isnt the tool for the job.
