Power seat recliner doesn't work

The power seat recliner on my 96 SR doesn't work. Thinking that I could remove the motor and move the back where I wanted it and then reinstall the motor to hold it in place, I removed the whole mechanism from the side of the seat. Took the motor gear box off the mechanism . Still can not move the hinge.
Is there a coil spring in side the hinge? Should I be able to move it with out the motor gear box holding it in place?
I sprayed it down good with penetrating oil to in case it was rusty inside, but thought I would ask here before I broke something trying to get it to move.

In case anyone is interested, you can not move the hinge by hand. However I was able to adjust the angle by turning through large gear by prying on it with a screwdriver.
I was able to get the seat back where I can sit comfortably with my bad back.
If anyone would like more information on how to do this let me know.
