Roof rack mounted lights: "fog" or "driving" style?

I'm running Hella FF300s (4) under the front of my hannibal rack (one of the few light options that can work with my rack). they have a very WIDE light range, but they do not go any farther than my low beams.

I like them for animal spotting, and I'm rather have them than not at all, but I need to throw some Hella 4000s, or some other spot light type beam on the bumper to balance it all out.
