Thoughts on registration and new diesel laws in California

So I have an interest in the earthroamer with the 5.9L, which brings into question the new Diesel laws in California. Having looked at a few Japanese imports, and a rig yesterday with the same engine, I found the advice and action taken is to register the vehicle out of state. That also applies to people who live in their vehicles, as you no longer really have a stated address to put on registration. I have been given different ways to handle it and the truth being that I dont really plan on "living" in California or maybe even being in the state for any extended period of time. So if you buy a vehicle in California and it has a 5.9L can you just register it in another state, with the plan anyways of not being there?
Apologies if this is of no interest to anyone else...
20 years ago I bought a Land Rover Defender 110 that was going to be a real hassle to register in California. I did research and found that there are places that cater to full-time RVers, joined one of them, and used their mail forwarding service. It ended up being really useful because I worked overseas for awhile and was able to use them for my domicile.
