I wouldn't consider bad cats or ecm acceptable either, a full suspension and steering overhaul isn't bad though. I would do it anyway. I imagine your going to lift it so that takes care of that, and to replace all the steering stuff doesn't really cost much, Unless you replace the steering box. I usually buy and fix up. As long as it doesn't have anything like a blown head gasket or anything major...haven't really gone to look at any monteros since I own one but check craigslist from time to time to see if anyone is parting out anything good....good luck with the search. It's a shame no one on here is selling theirs.
You could always go to an exhaust shop and have them do the entire job for less, at least here in Houston that's doable and the route to go.
I had my whole system replaced by a local shop. You're not wrong in the sense that it could be done
cheaper but if you want oem quality replacement parts it's going to cost you close to 1000$ I had all my cats replaced and installed a 40 series magma flow with new pipe and hangers and it was around 1100$ (cheapest I could find through a reputable shop in Virginia).

Theres no such thing as exhause work for less here in cali. Specially dealing with cats. Ca legal cats are almost twice the price from regular ones
When I said I don't think it's acceptable I mean I wouldn't purchase it either, but if you could find one that the engine and trans were good but needed a bunch of small things wouldn't be so bad considering its age and how many owners it may have went through...i doubt you would get nickel and dimed to death since these trucks are pretty solid even even beat on...when I bought mine. I spent a good amount of $$$ on mine even though it wasn't bad. I just want things to be in too notch shape. I have a 95 so I bought a new intake plenum,while timing kit with water pump and thermostat, all the steering and new shocks, all new fluids and filters in everything, new radiator, and a few other things. Could have easily done without it but want things to be in good shape if I'm going out to the middle of nowhere.
Anyways as long as the motor,trans, and exhaust system and in good shape you can slowly "restore" it...I think that's what makes builds fun as well as mods.
Oh yeah Cali kind of sticks it to people in every way it can, and somehow the state is still broke. Man that sucks I was about to say to be willing to go to Cali for one lol I guess you are limited to the California emissions compliant monteros... good luck.
When it comes cars im a total detail freak. Overtime i would definetely change every single part that doesnt look right. This montero just didnt send that good vibe specially when i have spend a tonne of money just to get it registered and pass smog. Back to square one now,still waiting for something good to show up

Fwiw you really never know what you're gonna get. The one i bought out there i had two people look at and give a clean bill of health, i have a stack of $4k in receipts, recent timing service...
