Why not just go buy a new XR650L? Aren't they still the same?

Tires and RTTs don't slosh when going around turns. The water sloshing from one side to another could make handling unpredictable. Although most good water tanks have internal baffling to prevent this. What's stopping people from just putting water in a new fuel caddy?
