I have used bed frame angle for many projects around the house.
they are cheap and sometimes free " trash day " are solid enough to weld and stiff too.
I say go for it!
1960's to 2010 GM 8 bolt wheels work best and fit the hub better
they are a 8 on 6.5 lug pattern
Dodge and Ford wheels of that age work too but have larger hub holes.
GM has now changed to a metric pattern like ford.

Being fiberglass it should have been water proof and not absorbed the smells.
If it passes the sniff test bring it home and give it a good scrub down and you'll be good.
I hate smells! I passed up a great deal on a truck because it was owned by a smoker.
