I'd lean towards ignition switch (opposite end of your key). I replaced it in my '88, '92 & '93. Pretty common. Same symptoms.

New for the '98 they are about $60. If you are interested in the used one I have I'll check the part number tonight to see if it is the correct one for your truck.

P - Metric is Passenger Metric. Originally designed for cars and station wagons. When used on Light Trucks (like Monteros) their load rating is derated. Most new trucks come with them because they are cheaper than an LT rated tire.

Signal stalk was probably replaced sometime in the trucks past with a non OE or not the correct one. What year truck? I might have the correct one for you...

P means Passenger CAR IIRC.

be careful with the "P" tires as not all of them have the 112 load rating min. recommended for the Montero.
