Yep that's the foot. Mine has a slide pin that catches pre-drilled holes in the foot. The pin holds the foot in the up position or down position. Mine doesn't have anything to keep the pin from sliding out, releasing the foot. (I see the pin in the first lower hole to the left of your thumb)

Got to work on the trailer today. Left handed threads?!? REALLY? Once I figured this out it, taking the tire off went pretty quick. Sold a old trailer today and recouped most of the purchase price of the T3. So I can say I paid $75. for the little guy.
