Your Jeep's passenger airbag has OCS (Occupant Classification System). The airbag should deactivate when your 50lb. dog is detected on the seat. You may also have an light indicating this down by the hazard switch.

I've never had gas go bad on me either, but I attribute that to storing premium (non-ethanol) gas, using fuel stabilizer, and frequent rotation.
As for the Spare Fuel, I bought it so that I can store it inside the passenger compartment.

I bought two jugs today. They are just mini (< 2L each), so should be easy to squirrel away either in my emergency kit or in a compartment somewhere in each vehicle.

The Optimo 4S from CT would probably be fine. Have you looked at Nokian's Nordman line of WR (all-weather) tires? KalTire seems to carry them now and they are a little less expensive than the WGR3. One thing with KalTire is they have a lot of extra charges. A $600 set of tires is close to $1000...
