The FCC clearly states you can use an amateur radio for emergency purposes without a license.
Rugged Radios definitely doesn't state you need a commercial radio license, I figured you would need one. I will get one.

I am looking to run
1. Rugged Radio RM100 VHF 100
2. HAM Radio
3. CB Radio

ideally I would like to do an engine swap because I would definitely like more power with the gear I'll be carrying and for the freeway. This R2.8 sounds interesting thanks for sharing that with me, fabricating a new doghouse isnt a big deal he can make anything happen pretty much.
