That's a great document. Looks like this came after they passed the rules. But yes looks like you're fine and ready to smog. If they don't penalize shops for testing and passing cars with one monitor set then you're good to go. Just check readiness prior to testing to ensure there still set.
Do NOT reset the ECU. That only hurts what you're trying to accomplish. First Drive Cycle refers to the car being cold I believe. Keep in mind a few things:

Sorry I missed the year. Check out this document which I believe covers all MY99 Mitsubishi vehicles. Look up the item, note the pattern, then scroll down for the cycle steps. But first you have to scan the car to see what's not set.

The cheap scanners will work. Just make sure it reads readiness monitors. Get one, scan it, then post which monitors are not set. Also post any pending or other error codes.

The evap monitor sets to not ready when you turn the car off. But a short drive fixes that. Just don't turn the car off. For the cat monitor it is very difficult to set. Per the documentation I provided it's an almost impossible process. The government knows this and therefore says to ignore...
