This sounds like a bad connection somewhere, maybe a loose or corroded battery terminal. If the battery doesn't have enough umph to turn over the starter AT ALL...and then all of a sudden does...then it isn't that the battery is not charged. It can't just try harder next time you turn the key...

At 11.5v your battery is practically dead (at 12.0v a car battery is at around 25% charge). Either your alternator is not charging it (bad alternator or connection)...or the battery is not accepting a charge (bad battery or connection).
