Full app server and windows virtual machine. Essentially Mercedes techs log into a central site for the epc/wis and the rest is web based. Running Java. Bit old school but it works. Someone pulled all that together and runs it under VMware, not sure how to make it any better though.
Take a look on eBay for Mercedes EPC/WIS (electronic parts catalog/workshop manual). Look for a digital download. It will run in a VMWare virtual machine, so a bit goofy but that is how Mercedes does it.
