There may be 3 different style bases. The one you have with 6 mounting bolts. A similar frame with only 4 bolts. And an early 4 bolt frame. The early 4 bolt frame has a tension adjustment handle that can be flipped from the left to the right.

I've never a had any problems with snow in my 89. In my case; good tires, staying off the brake and keeping the speed under control have worked without the need to add any weight.
I have a 98 Montero Sport. I believe it has the same transfer case as my old 95 Montero. I haven't opened up the transfer case on my 98. Anyone with any experience with this part on 97-99 Montero Sports?
If you can get the diameters of the bushing, I might be able to come up with the correct tools. If you know the part numbers, that would be great too. I purchased a few hundred Mitsubishi service tools a number of years ago. The one you need may be in the mix.
On occasion, I've found the diaphragm in the cap has become inverted. An inverted diaphragm will push down on the float sensor, causing the brake light to come on. The diaphragm needs pushed back up into the cap. Then the master cylinder needs refilled to the correct level.
