So it turns out I just have half the brackets for the install. The brackets that attach to the screws that are already there - the ones that the lamps are secured with. I believe I'm missing the exterior bracket and would also have to drill into the body. Here are some pics...

So if I'm on 19" ('06 LR3 HSE) am I out of luck on the BFGs? Are there many AT tires that fit those rims. Just got the Front Runner rack - haven't gotten any wheel carrying accessories though. (just a bottle opener so far :D )
