What color are Oregon plates? Looks like New Mexico plates. Which would explain the lack of visible rust.

The ones on the truck look to be the older Oregon plates that are solid yellow

Rust is surprisingly not much of an issue in Oregon, unless you are on the coast. We do not salt our roads in winter and there a number of typically very rust free specimens of vehicles out here.... take it from a volvo guy who knows.
