You can just exchange it for a new filled bottle and will not have to worry about hydro test if it comes empty. I have also exchanged a 20 lb bottle for a 10lb bottle at Air gas with no problems.

yep. cheapest I've found is hydro grow stores. they usually swap out for $15-20.
