Not necessarily. The extra weight would be sitting directly over the drive shaft so I can't imagine that it would be much of a difference balance wise.

I like the idea of an identical tank on the other side. It would be better balanced than stock, offer 21 gallons of addtional fuel and provided you used stock components I dont see any issues with smog at all. You are just duplicating what is already standard equipment. I think where you will run into problems is with "aftermarket" set-ups. Another added benefit is increased ground clearance by eliminating the exhaust crossover.

A muffler shop will be able to legally and safely alter the exhaust design. I can't think of a single issue making this plan not as effective as anything else other than it would be a bit pricey unless you could scavenge the parts from a wrecked tacoma.
