99 4Runner Door Lock Question

I just got my 99 4Runner back from the body shop and my remote does not work anymore, I found some instructions online on how to program the remote, but that does not seem to work either. So my question is, should the door lock switch on the drivers side arm rest work with the key out of the ignition? My switch works with the key in the ignition, but not with the key out of the ignition.

If anyone knows of a writeup on how to get the remote programed that has actually worked, that would be helpful too.

Figured it out, YES the door lock switch on the drivers side arm rest should work with the key out of the ignition. Turned out to be the MPX fuse located under the hood was blown. Replaced it and everything works again like it should.
