Adding a surf rack to panniers?

Has anyone done this, pros cons? I have searched the net and there is precious little out there, I did see the Carver set up with the rear rack but have not seen anything incorporated into panniers. We are traveling the Pacific coast of Mexico to Coasta Rica and probably detouring to some ruins and maybe Belize to get some diving in so be need fairly bomb proof racks for our rigs XR 400 and a KTM 690.

i have been searching for the same thing, I've found a few resources but sounds like people are using the carver set up or making custom.
