We had the same problem when we got our 1017A and the adjustments in the image below solved it for us. Also attached is the whole brake chapter I got this from (I think it's mostly for my truck, but not sure and it may be helpful for you too).

I'm in a middle of busy work rotation and won't have time to look at at in detail for a bit. But I did skim through it. I'm not sure if it applies to my application, but I think it's always good to have info out there for community to find.

Just to close the loop on the prior parking brake failure.
The parking brake valve was swapped out but didn't affect the parking issue. Air will still escapes at the site pictured before.
The wedge actuator was swapped out and it fixed the parking brake issue. I suspect the old unit was not able to apply enough force to lock the brake.
