A few people have mentioned they were interested in my project. The new LR4 ARB Summit bar (part no. 3432220) is listed as being for the 2014+ model year LR4. TLDR, it fits!
The area under the headlights is very slightly different and how the headlights and grille fit to each other, but the profile, the curve and where it sits forward is the same. The mounts, and everything else about the panels, fenders, frame, connectors is all compatible. I did not need the metal spacers they provide for under the headlight washers, the 2013 washers stick up more, but fit perfectly with the original clips. On the fog lights, I am using the factory wire loom as is, no modifications. It powers the 55watt ARB fog lights just fine. (the instructions say the OE fogs are 50 watts and you must used an overpriced ARB loom, not true. My OE fogs are listed as 55 w anyway). Parking sensors work fine also. I did have to lightly spray paint the outer two black, because white bumper..
For the winch. You do get some little access doors in the front split pan grille so you can access your clutch lever if you have one. I went with the Zeon Platinum 10-S. The negative cable on the winch just barely reaches the main starter battery ground point, but it does fit. For this winch, you do need the short relocation kit (31") and I think it is a good idea to also do the enhanced signal kit, which replaces the control module brains with one that has a pigtail for the coax antenna cable. I located that little 1" antenna base on my roof, up the A-pillar. (So if the winch is under water it still works with the remote, plus I imagine the bumper is somewhat of a faraday cage and blocks some signal).
One issue I still have is the winch is supposed to allow you to link the high beams to the accessory power ports. I have the 9.5" Intensity lights hooked to the winch via a undocumented blue wire. They work fine with the remote, manually turning them on/off. But when I link them, they wont come on. I have the correct headlight wire tapped, I get 12v from it when brights are on. (I'll call warn about this issue)
Anyway... if you have a 2010+ LR4 and want the summit bar, worry not. It is a billion steps to complete, but I took my time and it wasn't difficult at all.

Split pan grille.
Access doors on left and right for access to clutch levers. The winch mounts feet forward, so you would need to clock your case 90 degrees to make the lever point up.
You can adjust the bar fitment to be close to the headlights (up or in). I left a finger gap just for impact to protect the lights. I also didn't quite get my fender cuts perfect, so I wanted to leave it there.
Goes nicely with the Tactical 4x4 bumper. (I have my tire and dual jerry swing off, this is non-trip mode for the rig, when I want the camera and parking sensors)
I am pretty sure I saw this bumper on a RR sport, so that is part of what made me just try this. I knew it couldn't be that much different.
