I believe these ELF busses are FRONT WHEEL DRIVE. They use some kind of independent suspension in the rear to get a low floor.

The ELF body was built by Overland Custom Coach Inc. in Strathroy, Ontario with Canadian final assembly in Thorndale, Ontario. USA final assembly was by Starcraft Bus, Brown City, Michigan.
23 feet +/- overall length, with 80-inch height inside.

The FWD front axle (4" axle tubes, Kingpin knuckles, double u-joint CV, set up for 4-link with Panhard bar & front coils). was made by Carrero (Campodarsego, Italy), A stock Ford 4x4 transmission and transfer case is used with that axle.

Rear suspension is 'air-ride', so the bus can be lowered for wheelchair ramp access negating the need for a wheelchair lift.
