The CARB rules limit the kinds of cans that can be sold, but don't say anything about what an individual can own or use. You're not breaking any air pollution laws. There may be motor vehicle laws requiring use of DOT approved containers, but that's not specific to California.

Yeah this. In effect, all your cans are "grandfathered". Unless you setup a retail business selling cans and then openly violate the rules with respect to spouts, etc., you're in no danger.
