It strikes me as curious that the sponsor of this repeal bill is the former council member (and rotating mayor) of Chino Hills, which from Wiki is:
Chino Hills was ranked 68th in Money Magazine's "Best places to live 2005." It is also the 6th highest income place in the United States (with population 65,000 to 250,000) and was ranked as the 13th safest city in the United States by the FBI....
Chino Hills does not have its own police department. Rather, it contracts with the San Bernardino County Sheriff's Chino Hills station
while the sponsor of 962 is Kevin de Leon, representing an LA district.
The Forty-Fifth Assembly District has been tragically plagued by gang violence. While walking neighborhoods during his first campaign De León stumbled across bullet casing on side walks just feet where children were playing and has ever since been determined to the get handgun ammunition that fuels this violence out of the hands of criminals and gang-bangers. Supported by Los Angeles County Sheriff Lee Baca and LAPD Police Chief Bratton, De León has authored legislation to require handgun ammunition purchasers to show proof of identification before purchasing ammunition

The one with roots in a safe community believes 962 will do nothing to keep ammo out of the hands of criminals. The other, with roots in a violence plagued district wrote that legislation aiming do just that. Does Hagman have some special insight into gang problems that De Leon does not?

almost makes it sound like a LA v SB county debate, both in the legislature and the sheriffs offices, or a city v rural/suburban one.
