City Maps 2Go allows you to download the map of a metro area and use it while you're offline. No need for a data connection, no cell phone charges while using the app. The app does not provide turn by turn navigation, so you have to read the map the old fashioned way.
This is the full version of City Maps 2Go, so there is no limit (other than the free space in your device's memory) to the number of maps you can download.
The maps come from openstreetmap.org. As the name implies, these are maps of urban areas, not topo maps. The maps are large, so you can only download a map when you have a WiFi connection. Once downloaded, the map stays on your phone until you remove it.
The program uses passive GPS to find your current position on the map. Passive GPS differs from assisted GPS in that it doesn't use information from nearby WiFi routers to help determine your position. Passive GPS relies solely on satellite data. So it can take a couple of minutes for the program to calculate your location. Once your location is identified, the program keeps up with your movements.
