You could most likely source cloth from Austrailia. They have "poverty pack" 100s and 105s. I'm sure there are other places in central or South America, but the Aussies speak a form of "English" and shipping to the west coast is easy.

Or just get the million different seat covers offered on the market. There's neoprene, canvas, etc.
