In north america, transmission line power is run through a transformer. One variant is a single supply phase is split at the transformer. It becomes 240V between the two output lines, and is center tapped. The center tap is bonded to ground and becomes the neutral. Swapping N and V1/V2 at an outlet wont cause most equipment to run improperly but can introduce numerous other dangerous conditions depending on downstream wiring. For example if you have a fault energizing the vehicle skin with V1, you could have a "hot skin" effect with no breakers triggered.
