E350 fuel filter problems in Chile

I just attempted to change the fuel filters on my van at a campground in Chile and had an issue. When draining the fuel out out the lower filter, I had to stop it after draining about 3 litres came out and I ran out of recyclables to hold the fuel. I remember changing it once before and only less than a litre drained out.

Any reason why this is happening?

The van's fuel tank is completely full. I haven't attempted to change the filter on top of the motor yet. I unscrewed the lower filter cap a little bit before I opened the drain. Are either of these factors?

Any help would be great. Thanks!

Sounds like you've got a siphon going. Unplug the fuel line connections at the tank and then try again. Same thing happened to me during my fuel system rebuild this fall.
