eBay 4x4 Flatbeds from Texas

I'm seeing tons of 4x4 Flatbeds on eBay mostly from Texas - Chevy, Ford & a few Dodge - am wondering if there are some good buys among them or if they're just spiffed up old dogs from the oil fields?

How about buying in one state and passing smog in Calif? Anyone have experience doing this?
