Egr cooler/temperature gauge

Had my 2007 fuso fg into the shop for some work, was told that there was a recall bulletin for the egr cooler.

Had egr work done and now I have a dummy light on the dash indicating the truck is overheating, but the temperature gauge indicates everything is good.
But, temperature gauge indicates normal operating temperature when key is activated, even though vehicle has been off for over an hour.

Thoughts?

Gauge finally indicated cooler temperatures
Guessing gauge is faulty and not indicating true temperature and dummy light is correct

Egr recall involved new cooler and plumbing
Guessing lines are installed incorrectly and not allowing coolant to flow through cooler
