My '99 Tacoma 2.7L seems to be idling fast, at about 1,200 RPM. I looked around for obvious vacuum leaks, cracked hoses etc, everything looks ok. No CEL, happens hot or cold.
first order of business is to clean your MAF sensor - its the sensor on your air intake tube. Clean it with QD electronics cleaner, reset the battery and see how it does after 40 miles.
