trim the valance as it could get damaged when rubbed. Leave the steering stops, for as you said- better to have the ability to turn more if needed, and this will do no harm.

If it's rubbing at a full lock turn, you can create clearance on the inner fender with a hammer and dolly. The quickest way to do it: in your driveway, turn the wheel to full lock and mark with a sharpie where it is either contacting or could be contacting then turn the wheel the other way to full lock and repeat for the other side. Jack up the front end, remove the wheels and slowly pound on the inner fender with a hammer to flatten out the area where it's rubbing. Every so often, put the wheels back on and re-check for clearance. After you're all done, you may have to spray some paint on the inner fender to cover any bare spots from the hammer. Hope this helps, I've used it in the past to clear minor rubbing issues.
