French dudes

This evening around Scottsdale Road and Cactus, I saw either an old G-Wagon or D-110 turning north from an eastbound side street. Looked like French flags on the driver side door driver/co-pilot style with names. RTT, and I'm sure some other details, but I couldn't get past the yellow snorkel.

Any word on these guys? Where they're going? Didn't get a license plate...
