Does this require a Frontrunner rack to be mounted or can it be mounted to factory crossbars?

Does this require a Frontrunner rack to be mounted or can it be mounted to factory crossbars?

It mounts the normal way most RTT’s Mount. Which is the little sliders down the rail that hold the bolts and the metal plates that go under the crossbars.
