tire sizes vs speed ??

on our 08 fuso fg, we went from the stock 16" tires (i believe around 31" tall) to 285/70 r19.5 (around 35" tall)
this worked out to exactly 5 mph difference at 60 mph (now 65 actual), we can cruise at actual 65 mph at 2200 rpm. the fuso fg seems to like this rpm range as any higher rpm's translates to a big change in mpg. on our recent trip from calif to oklahama (4500 miles round trip) to pick up our camper we averaged 13 mpg, over 2200 rpm the mileage dropped to 10 mpg, at 2200 rpm or lower 13-15 mpg.
