Handrail

I have searched all over for the manufacturer of this handrail. Anyone have any idea who makes it?

Could it be a home made version of the Torklift rail? I know TCs aren't exactly ADA compliant but I'd expect a commercially available railing to not drop so low at the end (even though it would totally work).
